Alright, so the general rules for this rp are 'street level'. At least at the beginning, characters should expect that, while on Neon, they can handle street level combat problems (muggers up through organized crime) with [b]relative ease[/b]. Strong guys can flip cars, fast guys move fast enough that they eye can't cleanly track them, tough guys can shrug off small arms fire, etc. The next tier up is functionally 'military', in that a character on neon should be challenged by an organized military response. If for whatever reason the army cracked down, it would be significant--not impossible to deal with, but significant in that it would actually require people to fight with things like 'intelligent tactics' and 'likely injury' and such. So far, everyone has done a great job measuring their powers to the situation--and certainly people's powers will expand! But for right now that's kind of the best functional estimate I can give you.
