I remember you trying to submit a character with this toonforce mechanic in another RP before and it was completely shunted and bashed on there, showing that it is garnering the same type of reactions here as well. While I personally don't fancy the idea, I also can't judge it and will need to see it in action. It could be interesting to see. However, most people feel as though your character may be too overpowered and break the realistic feel that is trying to be established for the RP. Perhaps tone down on some of the abilities and choose the more practical toon like abilities. 

For example, there is an actual Mutant in the marvel universe named [url=http://marvel.wikia.com/wiki/Tommy_(Morlock)_(Earth-616)]Tommy[/url]. She is a morlock with a very cartoony appearance with the ability to become flat and 2-D. It's cartoony, but they made her power work realistically within the universe. If you do the same thing here, it might not be as much of an issue for everyone. It might help. :)
