My characters normally have crushes on everyone, it's whoever has a crush back that makes the difference. Of course, Terror will be opposed to his own crushes since he's probably still upset about his wife being dead. Which is why he'd probably end up interested in a guy, most women would remind him too much of Chloe. So... that's character development in and of itself, plus whomever makes friends with terror will have to be comfortable with the slight fascination with death and the fact Jackson actually LAUGHS at some serious things sometimes.
