Alright, that was a very big IC post with a ton of movement. I'll give a summary right now. The six men are (surprise, surprise) outlaws.

Dewey and Foster are in the saloon, their goal was to start a fight which would keep eyes away from the bank. Dewey had three nameless goons with him. All in the bar are focused on the cover taking Clay while his dad the sheriff lies injured on the floor. Five more goons entered from the back.
Owen was initially in the saloon but was ordered to help Horace who just robbed the general store. He launched himself out a window and chased after Horace who went down an alley, many townsfolk's eyes on him.
Rio and Dillard just emerged from there with loot and are crossing the street to go for their horses.
Five goons emerged from a carriage that was parked in town. They entered the bar room from the back, I'm making the bar room out to be a large place. There's plenty of places to take cover.
All the outlaws in the bar are focused on killing Clayton, it's opportune time for your characters to shoot at them if they so please do so. They could also have run outside and seen the action happen there.
Your characters can shoot at any of the outlaws, no guarantee they'll kill them. Foster is pretty well tucked behind cover, as is Dewey.
