The Edict of Caracalla is irrelevant to whether or not Jen could be considered a barbarian. Given the term was essentially used to refer to foreigners, especially Germanics near the end (such as the foederatus), Cloacina views Jen as being a descendant of said Germanics (specifically, the Saxons) in some way, thus applies the label of 'barbarian' to her.
