Nitrogen will combine with oxygen in the presence of lightning or a spark. The electrical energy from either of those sources causes nitrogen and oxygen to form nitric oxide. Without the oxygen, sure nitrogen would fill the air, theoretically, but nitrogen is a non reactive gas. Electricity can pass through a vaccum but won't solidify, it would liquidate as i said before. Im not sure if nitrogen would react to electricity without oxygen so I would say about the same effect. But to be honest, i have no idea. So to sum it all up, Astrids lightning in deoxygenizated air would be weak, maybe come out in sporadic bursts.
