We can hope that she can make her weapon change shapes to whatever she wants, and only chooses the weapons she has for practicality sake. 

Well at the moment she undeveloped because we have no context for her whatsoever, at the moment we are only given foreshadowing and implications which would be good if we had a better understanding of her but as of right now we have very little to care about for her as a person as she is basically just a piece for Salem's plan. But I'm optimistic that she will be a well written villain once we actually get straight facts about her instead of vague hints.

EDIT: [@CadenGallic] That's a big part of why I have a hard time feeling suspense in that season, I think it could've been better if they said Emerald has been using her semblance to change Cinder appearance at the very least because Cinder does not look like 17-21.
