Actually, I think Seastone doesn't specifically paralyse people who touch it. Or rather, the degree of negation induced by Seastone depends heavily on variables relating to the Seastone itself; to quote [url=http://onepiece.wikia.com/wiki/Seastone]the OP wiki page,[/url] "the degree of "weakness" induced by the Seastone depends on its density and composition; for example, Seastone handcuffs rob the prisoner of their abilities, but still allow the prisoner to move their bodies around normally." So if Xerxes is only in cuffs, he should still be able to move normally, save for being restrained. He just can't use his DF powers, especially since Seastone is as hard as diamond and correspondingly difficult to break.
