A well-built military man with grey hair and blue eyes places his hands over his notes. "The Soldier organization has always existed to uphold the Blood Compact and maintain peace and security between the species since the end of the Nightwars, and for many decades, and with the help of vampire agents, we have been able to uphold that duty. However, recently, there has been a surge in vampire and other supernatural criminal activity and contract breaking. It is regrettable that our long-lived and immortal kin have forgotten the value of peace, and many have begun to return to the old and corrupt ways historical to their kind. It is Soldier's responsibility to respond to that, and to take measures appropriate to respond to terrorist vampire activity. 

In light of the recent attack on a nightclub in London, where Soldier Elite operatives were present, the bombing of the UN building by an unknown Soldier Elite operative, and the recent murder of Elite Commander and project creator, Mithias Varomere, it is with both regret and a heavy sense of responsibility that I must announce the dissolution of the Elite Program within Soldier. The Soldier Elite project is hereby suspended. All vampire Elite agents will be required to turn in their weapons and equipment and badges. They will be discharged with honor in remembrance of their years of service since and including the time of the Nightwars, but no longer are their gifts and lives required to uphold the Blood Compact and bring contract violators to justice. The human species has grown enough in technology and understanding to be able to protect ourselves, and no longer can we justify the risk of arming supernaturals that have been proven to occasionally have ulterior motives. Human agents will now be able to qualify for the Elite rank and special weapons on a volunteer basis... 

In regard to the very recent bioterrorism in New York, Washington, and also overseas in London, I will also make a statement. Soldier has declared a state of emergency and is diverting all resources to containing the spread of the virus and hunting down the vampire terrorist responsible within our boarders. Our doctors and scientists have already begun work on finding a cure for the viral disease, yet it will take some time. Unfortunately, during this time, Soldier will be forced to suspend its investigations into any anti-vampire breaches of contract until the viral outbreak is eradicated and the perpetrator is captured or killed. We encourage human citizens to defend themselves as necessary in any vampire confrontations. 

Of course, we also recognize the survival needs of law-abiding vampires in this emergency situation, and we highly encourage all vampires to commit themselves to local feed-sanctuaries or "camps" where you will be protected and spared from facing the penalties of uncontrolled, criminal feeding, which may include capital punishment... Human citizens should remain in their homes until this crisis has passed."
