Maybe Turchina constituted part of the holdings of King Volmer of Grand Ruri and was nominally inducted into the confederacy, but due to its distance from the center and relative proximity to Vohemia it was allowed to carve out its own sovereignty in the south, and eventually the Grand Duchy was like "fuck it w/e just take it".
