It's obvious, the Schools in terms of ratio aren't balanced, but I will just assign a Secondary Student to multiple mentors - higher chances to go on different missions.

Also, I am going to keep the school system the way it is. 

Just because Secondary Students can't outright go on a mission without their mentor(s), doesn't mean we don't have things planned for them. On the contrary, there will be many opportunities for them to adventure outside of campus and plenty of events on campus to keep them occupied while the older students are [s]dying[/s] truly, deeply harnessing their abilities! You'll just have to stay tuned.[/h3]
