And to be fair, the use of an early bounty is sorta moot. Brownbeard had a bounty of 80,060,000, and he had less of an impact than Arlong did. Arlong also bribed marines and kept a low profile on purpose to avoid attracting Jinbe's attention. He had the strength of a bounty of 100 million, but his real world threat was much less than that. He stayed in a small village and basically only picked on them. Bounties are signs more of threats than strength.
