It is about perceived strength, rather than actual strength, but, like I said, a crew of 100+ Mil on the third Island of the grandline does seem excessive. Like 'You'll be having Marines, bounty hunters and other pirates hounding you forever'-excessive. But hey, I was only after the reasoning for the high bounty.
