Of course not, that is why you make one yourself with your kunai. You pry up that floorboard yourself and hollow out the space with your tool. 
A chandelier doesn't need to be three tiered with a thousand pieces of crystal, just something that hangs overhead, preferably with a pin-drop threaded through the wall to your tatami matt to make for a quick-drop distraction.

That depends, are you using the tatami as a visual shield to hide your movements?
