Considering Belintash is much more mountainous and seems pretty urbanized, I'd say Andaluja. They have much more fertile farmland to support a huge population.

You have to realize that this time period would have about 90% of the population working to produce food. Sure there were some large cities like Belintash seems to have a lot of, but until rather recently in time the vast majority of people lived out in rural places.
