It's a mix of the first two. He can choose if it's either a minor buff or if the weapon replaces his current skill set for what it has available to him. So, to give more emphasis to the Ventus example, Michael can either choose to get a passive buff in his movement and attack speed or completely replace his shadow dragon set with wind and light-based attacks and spells.
