Had you joined way early I could've easily worked with you on this. Sadly IC and ns canon has been established. 

This being, Imperium remnant led by uther controls the Sol system. Earth itself is divided and still fights itself, many nations (only two defined and is in my nearly completed post) inhabit the surface.

We had all agreed early that earth was not unified.

If you're adamant about earth, you could always be a nation on earth but keep in mind, technology isn't very advanced nor is industry strong due to just.. War and some areas being nuclear wastelands.
