[center][hr][h1]||| The Setting: DOVE & RAVEN |||[/h1][hr][/center] [indent]After the disgrace and the subsequent rebranding of NEST, the organization was split into two new agencies: RAVEN and DOVE. Founded a year after the Verthaven Disaster, each agency are meant to be improvements on the flawed NEST system. Hoping to succeed where NEST failed. DOVE & RAVEN combined are two organizations which handle the Metahumans of America. Both agencies are better regulated than the government than NEST was, and the entire structure has been changed. Instead of a grand council reigning full control of the agency, it has been changed to a sole chairmen making all executive decisions for them. Each of the two organizations tackles a different aspect of it; DOVE's best interest is the protection, social and mental development of metahumans, and taking steps prevent them from becoming threats in the future. RAVEN's primary objective is the investigation, apprehending, and detainment of Metahumans who have broken the law. Both organizations work hand-in-hand, as they are technically two sides of the same coin. Both organizations are volunteer based, long as people meet a certain set of requirements, they can apply to join either agency. However, RAVEN, due to it's rules, are stricter with their recruitment as they're higher stakes. Many people have also been formally invited to the agencies. Namely Metahumans, as the two agencies will need everything they got (Along with giving Metahumans solid jobs). Training is long, and grueling, but generally only takes two years to become an "Agent." Training gives recruits military grade training, and a wide set of skills. Firearm training, hand to hand, and training on how to deal with metahumans in accordance to their respective agencies. Except, DOVEs are only given basic self-defense training (Firearms, and whatnot) - their training veers more on psychology/sociology, and social work, so they can take steps to ensure the healthy development of Metahumans. The agencies, surprisingly enough, are very rooted in the military. They go off a similar ranking system to the US Army, with all Agents starting out as private (Or more accurately, trainee), training until they reach the rank of officer, in which they are deployed on the field. They are given the best training, equipment, and funding, the government can apply. They are equipped with an arsenal of weapons, a fleet of vehicles (Each with a RAVEN/DOVE) logo on them, and other high tech gadgets. Also, their colors are both black. Both agencies work throughout the US, Canada, and Mexico (Though in the case of the latter two, this is merely part of an initiative to encourage co-operation between the US and its neighbouring law enforcement agencies). They are primarily situated in the United States. They have an outpost in every major city - they are in fact designated from a one to hundred number depending on the size of the city (EX: New York City is 1, Los Angeles is 3, and so on). The Canadian and Mexican co-operative branches each have their own respective offices, which operate in a similar manner to an embassy, assisting local law enforcement and metahuman management agencies in cases which link to the US. Special designations can be applied to a depending on the circumstances. Much like how it's predecessor worked, each major DOVE/RAVEN base has a Director who oversees all operations within the city. Each member of either organization works out of their home city's base. DOVE/RAVEN cities are so closely connected that, should such a threat demand it, forces can be allocated from other cities. Much like the military DOVEs and RAVENs are often transferred from city to city, often working in another city for years before they are returned to their assigned city. Both RAVENs and DOVEs have access to DNA scanners that allow them to access the national metahuman databanks merely by running it over a Metahuman.[/indent] [hr][h2]|| DOVE ||[/h2][hr] [hider][hr][center][img]http://i795.photobucket.com/albums/yy234/lonestar4545/dove.png_zpsamjslkct.jpeg[/img] Symbol of DOVE.[/center][hr] [indent]With their symbol being a dove, DOVE handles the social side of Metahumans. By providing them with the care and attention they need so that they don't develop into super-criminals. With a "Prevention is better than the cure" mindset, DOVE goes out of it's way to manage Metahumans by scheduling regular appointments to assess their mental, emotional, and financial state. These appointments generally involve a DOVE coming to their house (Or, indeed, they're welcome to visit a local office), and they are advised and given assessments, their capabilities will be explored, before they are sent on their way. The frequency of these appointments depend on age, and how much of a "flight risk" a person is. An adult, fully functional Metahuman with no criminal record will at most be invited to an appointment once or twice within a period of several years, whilst those on probation or otherwise known for instability will tend to have to check in once, if not several times a year. Younger Metahumans typically face appointments (done via the educational system) once every three months - with more steps taken if they're considered at risk. You could say that DOVE has made it a personal mission to ensure that children are mentally balanced, taking necessary steps in order to assure that they are [i]properly[/i] educated on how to use their powers and how to properly act within society, often directing children who display deviant behavior (or a lack of control of their powers) to the Academy Program. DOVE is less punishing than what NEST was known for - preferring to put Metahumans on probation rather than outright incarcerating them for things such as losing control of their powers. However, blatantly deviant or continuously criminal behavior will get a Metahuman thrown in a jail cell. DOVE handles the many social issues that Metahumans face (Such as PR, and whatnot), Metahuman research, and keeping a national database of Metahumans. DOVE is also tasked with identifying potential Metahumans, investigation of crimes involving Metahumans (alongside co-operating with law enforcement agencies where needed), and keeping eye out for Metahuman malfeasance (In the economic/political area). Whilst there are a wide variety of positions within the agency, DOVE agents, whilst not exposed to the same level of the militarised RAVEN, are still given basic combat training alongside additional training to account for dealing with Metahumans on a daily basis. DOVE also provides special medical care for Metahumans, and those afflicted with power-injuries most hospitals won't be able to able. They at times use an "air bus" as an ambulance to quickly transport a wounded person across a city to their DOVE base. If a Metahuman chooses to reject their power, they may apply for a power suppressant collar in which will be placed in a discreet location. [indent] [hider=Notable Members] [list] [*]Deborah Javuant - Originally a woman from Black Fall Pennsylvania that became a NEST Agent, Deborah was a strong advocate for change within the NEST Organization. Stating that the system was flawed and needed to be changed - which fell on deaf ears as High Command chose to ignore her. However, she got the change that she idealized once NEST was disbanded, and DOVE was formed. Due to her exemplary humanity, and skills as an Agent, Deborah was chosen to be the Chairmen of DOVE, and she was the woman who shaped DOVE into what it is today. Deborah is a tall African-American woman that is well built. She is a Metahuman with a powerful array of Extra-sensory abilities that gives her information on what she can perceive (Along with other telepathic abilities). Deborah is regarded as one of the kindest Agents, and gives it her all as she tries to improve the world, not just for Metahumans, but for everyone. She currently works in the Baybridge base. [h3][/h3] [*]Shannon Balore - Deborah's rather grumpy assistant. A rather close childhood friend of hers that followed Deborah all the way to the top, doing all she can to support her. From being the fried that Deborah needed, to joining NEST with her. Which has earned her a spot as Deborah's assistant within DOVE. She makes appointments, and helps Deborah manage things around DOVE. She supports in executive decisions. Shannon is a red-haired Irish/Israel woman who's blue eyes are hidden behind a pair of glasses. She is known for her excessively stylish clothings... because of her ability to manipulate clothes (More like the ability to manipulate everything clothes are made out of) allows her to make any outfit imaginable. As you may have expected, Shannon is in Baybridge with Deborah. Though, it's suspected they're more than just friends....[/list][/hider][/indent] [/indent][/hider] [hr][h2]|| RAVEN ||[/h2][hr] [hider][hr][center][img]http://i.imgur.com/coHg00M.jpg[/img] Symbol of RAVEN.[/center][hr] [indent]The sword to DOVE's shield, RAVEN is an emergency response team that has been trained extensively to deal with Metahuman threats when ever they appear. They are what is deployed when a situation is out of DOVE's hands and are an agency that is specially trained to combat Metahumans and other threats that regular law enforcement agencies are incapable of handling. Each RAVEN is heavily trained in various military skills which makes them incredibly dangerous if applied correctly. They are trained to combat Metahumans and how to properly handle a wide variety of superpowers. They are usually sent out in teams that detain Metahuman threats, often eliminate them if they prove to be too dangerous. Thus, RAVENs are equipped with lethal, and nonlethal weaponry depending on the mission - however, they are now more on detaining Metahumans than killing them, and lethal force is seldom met without scrutiny. Among RAVEN's ranks are a variety of trained Metahumans - even though a large majority of the government branch still consists of agents without Metahuman abilities. Field agents are often regulated by a singular mission control agent. RAVEN is constantly recruiting people from other branches of the government, police forces, and at times, Metahumans straight out the Academy program. RAVEN is what's known for it's honor, and their extreme skill and precision in handling Metahumans. They protect both human and Metahuman alike from threats. RAVEN is also the organization that gets the special technology made to combat Metahuman abilities. Naturally, many of these technological pieces were once employed by NEST. Every RAVEN operation is overseen by a team of mission control operations, and [i]they[/i] are supported by a squad of Intelligence Officers who make the difference between life and death. [indent] [hider=Notable Members] [list] [*]Maximilian Cornell - Pupil of Adam Blackmore, and NEST boy wonder, Maximilian Cornell was a very promising NEST Agent - that would eventually become the head of RAVEN. He started out as a trouble-some brat that used his power to cause trouble, after getting evened out by Adam, Maximilian decided to become a NEST Agent. He eventually rose through the ranks through sheer leadership, skill, and cohesion until he was being selected to act as a stand-in director. When he was assigned to work in Verthaven, he lead NEST's branch through to the battles against the Hands of Science, to leading the survivors of the Verthaven disaster against the Changeling Unit, and the Devil of Verthaven. After the disbandment of NEST, it was decided that Maximilian would be selected as the chairmen of the RAVEN organization. He gleefully accepted the position in hopes of leading the organization in a direction that would be best for North America's metahumans, constantly making decisions alongside Deborah. Maximilian is a very tall man at 6'4, Caucasian, and has a muscular build from all the working out he does (He's no body builder, though. He has to fight crime!). He is said to have the look of a superhero - which is what he's striving for. He has long, strong limbs, and a broad chest. Usually covered up by his black suit and tie. What he's famous for is his power Echo - A shining golden, almost ghost-like, copy of himself that has unparalleled speed, strength, and durability that is believed to be rooted in telekinesis (Maximilian himself can also fly). Maximilian is currently in Black Fall, trying to personally quell the situation. [h3][/h3] [*]Dana Alcott - Maximilian's wheelchair bound assistant. Dana is a former NEST Mission Control Operator that's from New York City, and eventually graduated from Academy 218 - before she joined NEST as a mission control officer. Dana was also Adam's pupil during her time in Academy, which got her a spot as Task Force RAVEN's mission control, and was brought to Verthaven. She worked behind the scenes to ensure NEST's victories against the Hands, and all other threats. Which ended with Maximilian being promoted - and Dana being promoted as well (To his assistant). In which she is glad to have her spot. As I mentioned before, Dana is a wheelchair-bound woman that was born with a birth defect in her spine. She's happy as they get, however. Dana is a woman with biege-white skin, and there is a multitude of European Countries in her blood. Dana has made a note not to indulge in greasy foods, so she's rather thin, and wiry. A little bit of exercise helped. Her arms are toned from years upon years of upper arm exercise. Dana has blue eyes that are oddly beady, striking. Her facial features are sharp, and she looks very mousy behind her glasses. Most notably, is her head of hair. It's very curly. She has a shaggy hairstyle that is almost like an afro, but not too big or silly. Sometimes she puts flowers into her hair. However, despite her innocent looks, Dana is one of the most dangerous Metahumans in RAVEN. Whenever no one is looking at her, she transforms into an abomination so horrible that it defies laws of physics. This creature is strong, durable, regenerative, and above all else, [i]fast[/i]. It can cover twenty feet in the literal blink of an eye. Fortunately, (For the bad guys) she is content with staying in her office.[/list][/hider][/indent] [/indent][/hider] [hr][h3]| Tools & Gadgets |[/h3][hr] [hider][list] [*][b]Armor:[/b] Every RAVEN is equipped with a special battle dress which is comprised of kelvar, chain mesh, and so on, painted black with the RAVEN logo on it. As it's armor made to fight Metahumans, it's bullet resistant, heat, corrosion, impact, and electricity resistant. They're not invulnerable, but they can take a bit of punishment. [*][b]Advanced Firearms:[/b] RAVEN, naturally, has access to a variety of top-grade firearms. Assault Rifles, Snipers, Pistols, and so on. The weapons have been modified to use different types of ammunition, or to be resistant to a certain type of power. Most notably are taser dart rounds, and grenade launchers that fire containment foam/Meta suppressant gas. [*][b]Fleet of Vehicles:[/b] Much like their access to firearms, RAVEN has a wide variety of vehicles at their disposal. Humvees, Vans, Trucks, helicopters, boats, etc. These vehicles are painted black, and have the RAVEN Logo painted on them. These vehicles have, of course, been modified to be durable and armored. Some are even modified to be resistant to powers. [*][b]Taser-Darts:[/b] One of the ammo-types that RAVENs use to detain Metahumans are darts that unleash a brief electric shock on contact. This is enough to stun anyone without a resistance. Thus, allowing them to be detained. [*][b]Electro-Net Launcher:[/b] Another in the line of humane ways to detain Metahumans, the Electro-Net Launcher is a special gun that fires a net made out of strong wires at high speeds. Once they hit a target, they will wrap around it, and administer an electric shock that should disable the Metahuman. [*][b]Power Suppressant Collars:[/b] Easily one of the chief pieces of RAVEN equipment that every Field RAVEN Agent is given out on the field. It's a simple metal collar that, once attached to a Metahuman, suppresses the Metahuman energy enough so that their power cannot be used. [*][b]Metahuman Detector:[/b] Every RAVEN comes equipped with a special device that lets them detect a Metahuman in the area. It doesn't exactly pin-point their location, but it lets a RAVEN know if there's a Metahuman in the area. [*][b]Wrist-Mounted Touchpad:[/b] Every field Agent is given a special mini-computer that they can bring on the field that allows them to quickly access the RAVEN Databanks. Alternatively, it also counts as a backup communicator, a GPS, along with other useful gadgets (You can play Candy Crush on it!). [*][b]Containment Foam:[/b] A special chemical compound created by studying a Metahuman. Containment Foam is a chemical mixture fired from a special sprayer device that quickly expands, and hardens, on contact. Encasing whatever is unlucky enough inside of it. Once hardened, containment foam is incredibly durable, heat resistant, and corrosion resistant - it will usually soften and break down on it's own, but there's a special compound which breaks it down. This is usually used on Metahumans that are resistant to physical damage, or is too dangerous to approach up close. Containment foam is so useful that large sprayers are often attached to vehicles such as helicopters. [*][b]Anti-Metahuman Suppressant Gas:[/b] A very special RAVEN chemical that was [i]accidentally[/i] discovered by ISD scientists. It is a gas that, once it gets inhaled by a Metahuman, and acts as a powerful sedative. Quickly knocking them out. Only those with a high level of resistance to chemicals can stave off its effects.
