It was suspected that the MISW has been operating for a while now. However, the MISW was an organization that was a former branch of MI that was reshuffled, and eventually turned into it's own form of the UK's government. It's split into two halfs; those who keep track of the United Kingdom's Metahumans, and also eliminate hostile Metahumans. Unlike NEST, it was quite relaxed, with only Metahumans being added to a national database. Britain has a small, but elite army, and the addition of SAS trained metahumans ensured that they remained so, while providing the MISW with a steady supply of disciplined, trained enforcers, and Great Britain’s intelligence services benefited just as much. The operational side of the MISW has a tendency to strictly employ those with either law enforcement or military background, though exceptions are now being made for those who train via the British version of the Academy Program. Candidates for employment must also go through a lengthy vetting process, culminating in the personal approval of the Director (who answers only to Britain's top brass). However, the MISW has an edge on other Metahuman Regulation agencies. They have a Metahuman who can distribute a single power among a group of people at a reduced rate. Which basically turns them into "Mini" Metahumans. These metahumans are well cared for, but those who do not seek this life are left to rot, abilities are even more strictly controlled than in America, unsanctioned use of any metahuman abilities in public is a prosecutable offence. Parents with metahuman children can be deemed unfit to raise them and deprived of their own kin with no chance to object legally. For a country that once was regarded as a socialist beacon, Britain’s treatment of metahumans is beginning to resemble that of a fascist dictatorship - though a growing opposition to this is gaining ground. [indent][hider=Notable Members] [list] [*] Judith Edwards - The Director of the MISW, Judith is the ruthless and efficient leader of that organization that climbed her way to the top from a mere low level Agent. All because she displayed skill unlike any other, now, in her old age, she sits behind the desks and operates things from the sidelines. Judith expects her daughter to take her position. Judith is an octogenarian, and a very well maintained woman. She's a bit portly due to age, and the fact that she isn't as active as she used to be. She makes up for her age wearing down on her looks to take as much personal care of herself as possible. Judith is usually wearing a suit of some sort. Much like her daughter, Judith is a Metahuman. Judith has the ability to manipulate metals. [h3][/h3] [*] Amy Edwards - The daughter of Judith, Amy is the top MISW agent, with an impressive track record of successful missions under her belt. To the point where she leads her own elite team of Metahumans. Amy is considered the head of the organization at this point. Much like Judith, Amy is British (Part Scottish) with flowing red hair, is somewhat tall, and is very in shape for missions. Unlike her mother, Amy is not a "Prime" Metahuman. She is merely the result of Grayson (See below) transferring a great deal of reduced powers into her - she makes great use of all these abilities. [h3][/h3] [*] Grayson Williams - A key resource in the MISW. He is a young, recruit of at least five years in the MISW. With him, the MISW has managed to turn itself into a greater strength than it ever was before. You see, Greyson has the ability to take powers of "Prime" Metahumans, and distribute them among a group of people at a reduced strength. Grayson, with time, managed to give every field Agent of the MISW a wide variety of weak powers (Turning them into a jack of all trades, shall we say). These powers include Judith's Metal manipulation, invisibility, strength, energy beams, etc....[/list][/hider][/indent][/indent] [h3]| Metahuman Special Armed Force Suzaku |[/h3][sub][i]By [@tsukune][/i][/sub] [indent][i]Nouryokusha Tokushu Busou Butai Suzaku[/i] - Shortened to just [i]Suzaku[/i], or [i]Suzaku Butai[/i] - is Japan's organization tasked with combating Metahumans. It is a joint department created by the Metropolitan and JSDF, directly controlled by the Japanese military. Suzaku isn't as large as other nations' counterparts, instead it's an elite and focused task force that goes out to combat Metahuman threats, while the social regulation of Metahumans is simply left to the normal Japanese police. Suzaku is a very skilled task force that comprises of heavily trained and armed humans and Metahumans alike; they are known for their high level of cohesion, skill, and precision that make up for their small department size. However, they rarely identify themselves to the public, and very little is known about the internal structure of the organization, such as their members. [indent][hider=Notable Members] [list] [*] Kazunari Inoue - General Kazunari Inoue is the current head for Suzaku Butai. Prior to this he was in JSDF (Ground) of the same rank; in fact, he was about to retire from decades of military service when the Devil disaster shook the whole world. In respond to the increasing tensions between human and Metahumans, the Japanese government - through the Metropolitan and JSDF - joined forces and set up Suzaku, so as to deal with the anti-Meta hostility and terrorism within Japan; General Inoue was then called in to lead the newly formed department, imparting his knowledge and experience with Metahumans to help train and prepare the team in the light of the Metahuman crisis. Inoue is a humanoid shapeshifter - that is, he can easily change his appearance into any other human being, including the clothes they wear. However, if the person is a Metahuman he can only copy their outward identity, and unable to replicate their powers. [h3][/h3] [*] Ryunosuke Koizumi - Colonel Ryunosuke Koizumi is probably the most powerful Metahuman in the squad - so much so that the suppressant collar is only enough to use as a limiter/controller to his Electrical Absorption and Discharge ability, and unable to completely negate his superpower (obviously, the collar has to be custom-made to withstand his power). He's often seen wearing clothes that cover as much of his skin as possible - well, you don't want to get a nasty shock from his constantly live body. He's the nephew of Inoue, but not many people are aware of this fact.[/list][/hider][/indent][/indent] [h3]| Wurdulac (WLC) |[/h3][sub][i]By [@He Who Walks Behind][/i][/sub] [indent]Less of a regulation agency, and more of a wetworks organization, the WLC is Russia's personal Metahuman organization, with roots dating as far back as the early days of the Cold War. They are a shadier organization, that focuses less on the administrative side of Metahumans, and takes full advantage of their abilities. Assassinations, wetworks, black markets, and more. All in the name of keeping Russia safe. They are known to battle Metahumans whenever they arise, however Wurdulac go about it in a different angle. One that most people wouldn't. Most of the WLC's atrocities are swept under the rug by the government. However, they are known to be effective at what they do, and few would tangle with Wurdulac. The WLC has been falling under controversy lately as it's been revealed that they were one of the Changeling Unit's contacts. [indent][hider=Notable Members] [list] [*] Dmitriy Zaytesev - The head of the WLC Agency. He's a former member of the Russian Spetsnaz that manisfested powers, once he did, he was taken off Spetsnaz and placed within Wurdulac. In which he was assigned as the leader of the group. Dmitriy is a large man who has electrical powers. He can easily produce a bolt of lightning. He's ruthless, and has a nonexistent moral compass. He is a corrupt man that only wants to get the job done. Maybe getting some cash along the way. [h3][/h3] [*] Segey Kozlov - A former member of the Russian Main Intelligence Directorate (GRU), Segey is Dmitriy's number two. Segey acts as the intelligence officer for the WLC, the one who gets them connections to the Russian underworld, and the one who cleans up for the crimes committed by the WLC. He doesn't go out on the field that much, and simply acts as the mission control for the WLC. He has telekinesis, he can produce a telekinetic storm that ravages all in his way. [/list][/hider][/indent][/indent] [h3]| People's Metahuman Armed Police Force (MAP) |[/h3][sub][i]By [@tsukune][/i][/sub] [indent][i]Zhong Hua Ren Min Chao Neng Li Wu Zhuang Jing Cha Bu Dui[/i] - shortened to [i]MAP[/i] - are China's military metahumans that are dispatched to handle threats that the regular police couldn't handle. They work within all of China's borders, and are extremely well-trained, and -armed. Probably the largest armed Metahuman organization in the world - truly a force to be reckoned with if one were to occur their wrath. What's more, they are well-paid and -cared for just like the other Chinese military groups, thus they have a never-ending stream of people volunteering themselves to join, which prompts them to enforce a series of strict entry tests so that they can pick the right people for the job. They are primarily composed of rather powerful Metahumans, with other exemplary soldiers chosen for the group (mainly in terms of leadership). Each Metahuman goes through an intense amount of training that prepare them for a wide variety of situations - for handling threats with powers, sometimes even those without them. [indent][hider=Notable Members] [list] [*] Luo Zhifeng - General Luo Zhifeng is the chief commanding officer of MAP. He was previously a Major General in the People's Liberation Army (PLA) Ground Force, but Verthaven's Devil disaster has resulted in a widespread Metahuman panic across the rest of the world, prompting the Chinese law enforcement authorities to call for a reform in MAP in order to handle the rising social unrest against the Metahuman communities in China; General Luo gets a rank promotion, and is transferred from the main army force to head the new MAP. He has the power to manipulate emotions and feelings of the people around him - on its own it doesn't seem to be an impressive ability, but when coupled with his (cunning) way with words, very few have the mental resilience to resist his power. [h3][/h3] [*] Yang Wei - Major General Yang Wei is General Luo's mentor and right-hand man, making him the second-in-command in MAP. Originally he held the rank of Senior Colonel, and he was later promoted at Luo's request to transfer him under his wing into MAP. Major General Yang's power is telepathy - reading the minds of others - and that's all to it since it doesn't come with the ability to control their brain. [/list][/hider][/indent][/indent] [h3]| Directorate-General For Meta-Human Security (DGMHS) |[/h3] [indent]Translated as [i]Direction générale de la sécurité humaine méta[/i]. The DGMHS is the French Metahuman regulation corps of France. It's a collaboration between the French Armed Forces, the Directorate-General for External Security, and the General Directorate for Internal Security, to create another subset of the Directorate Generals. An agency that's modeled after the American NEST, and the British MISW, the DGMHS is both an intelligence agency, and a strike force meant to take out hostile Metahumans to preserve French national security. It's a sizable organization with two sides to it. Fortunately, the DGMHS is fairly lax of Metahumans, as they are generally tolerated and accepted in France. The registration in France is simply their identity being uploaded into a system, and they get a card with all of their information for members of the DGMHS. However, the offensive side of the DGMHS is a force to be reckoned with. They consist of the best soldiers funneled by the Special Operations Command, and they are trained to combat Metahumans with surprising efficiency. Like the other organizations, they are known to employ Metahumans, and have sizable Metahuman rank. Each city in France gets it's own special task force, and they are quite a public figure in the Metahuman world.[indent][hider=Notable Members] [list] [*] Jean-Noel Buque - The former Director of the DGMHS. He lead the DGHMS for decades, and was considered to be one of the best. He attempted to inspire cooperation between different countries, and was the one who attempted to quell the Anti-Metahuman hysteria that was going on after the Verthaven disaster. He was one of the main critics of NEST's actions during (and after) that disaster, only because of how inhumane it was. However, Jean-Noel had an addiction to sex. Which the White Spider Society took advantage of, and used Jean-Noel to secure that they stay under the radar in France. However, once he was caught having sex with one of White Arachne's Granddaughters, he was disgraced, and forced to resign. Jean-Noel was succeeded by Jean Bonneville. Jean-Noel has no powers to speak of. [h3][/h3] [*] Jean Bonneville - Originally the number for Jean-Noel, Jean became the head of the DGMHS after the man stepped down. Jean is a fair man that's stepping into the shoes left by his predecessor. Jean is a Metahuman with regeneration, and a slight speed buff. [/list][/hider][/indent][/indent] [h3]| Collective Metahuman Services (KMD) & Task Force Týr |[/h3] [indent]Translated as [i]Kollektiv Metamensch Dienstleistungen.[/i] The German Metahuman agency, a division of the Joint Support Service (Which is in turn another branch of the Federal Defence) which is specialized in combating supernatural threats - much like the rest of the agencies. The KMD is a Metahuman policing unit that isn't exactly as large or dangerous as the other Meta regulation organizations - due to the small number of Metahumans inside Germany. The KMD is deployed only when a Metahuman is creating a disturbance, and they're separated into two halfs; the usual enforcement which are more like police officers, and [i]Týr,[/i] a specialized task force meant to deal with and detain Metahumans comprised of some of the best soldiers that could be allocated. Týr is mainly comprised of Metahumans that are given training on par with Kommando Spezialkräfte, and are some of the most fearsome soldiers out there. Due to German politics rearing it's head, the KMD is trying their very best not to appear like they are governing Metahumans because of their genes (And come off like the Nazis before them). Which leads to Meta-regulation in Germany being very lax. [indent][hider=Notable Members] [list] [*] Daniel Groezinger - Head of the KMD, Daniel is a forty year old man that is an army veteran that they decided to place as the leader of the KMD. He's a short tempered man who has a lower tolerance for failure, but he's only after Germany's safety. Though, after the Verthaven disaster, he has been getting stricter. Daniel has been trying to mend the growing Metahuman bias within Germany, but he's finding that hard when he agrees with them. Daniel is not a Metahuman. [h3][/h3] [*] Felix Kettenacker - The hero of Germany that saved the nation from Metahuman related threats for years now, Felix is the head of Task Force Týr. A very professional soldier, and the face of the KMD. He works under Daniel, but he has a considerable influence within the KMD. Felix does his job, but he also wants to help Metahumans. Which is why he's also encouraging cooperation between the neighboring nations. Felix has a wide variety of super system abilities. Super strength being his main ability, with regeneration, agility, and buffs in speed and reflexes. TIMRA has three primary goals: 1) to ensure that Human Rights laws are upheld in research facilities world-wide; 2) to ensure that International Conventions are adhered to by research facilities; and 3) to prevent the weaponising of metahumans and the creation of weapons from metahuman research. TIMRA operates by deploying inspectors across the globe to carry out investigations and assessments in facilities believed to be conducting research on or relating to metahumans. Whilst many countries are cooperative (or claim to be), TIMRA inspectors do not have any inherent authority in whatever given country they find themselves in. TIMRA inspectors often how to work closely with enforcement agencies (such as DOVE/RAVEN) to carry out inspections. TIMRA was modeled off various other multinational agencies such as INTERPOL and The International Atomic Energy Agency. [indent][hider=Notable Members] [list] [*] (Director General) Robert Churchill - The current head of TIMRA, Director Churchill was previously a Human Rights Lawyer for the UN. Little is known about him (more due to a lack of interest than any secrecy), save for his position and the fact that he himself is a metahuman. It's believed he has the ability to transform into a hawk and that his eyes are incredibly sharp. [h3][/h3] [*] Niklas Amundsson - Known by most that work for TIMRA, Niklas joined the agency soon after its conception and has since been one of its most successful and prolific inspectors. He is currently making waves in America as he battles for permission to investigate big corporations like The Liu Pharmaceutical Company.[/list][/hider][/indent][/indent] [h3]| Special Committee For Metahuman Resources and Security (CESRM) |[/h3][sub][i]Co-Written with [@Defacto][/i][/sub] [indent]Translated as [i]Comissão Especial de Segurança e Recursos Meta-humanos.[/i] The Brazilian law enforcement enforcement that is tasked with dealing with Metahuman threats. Recently created just two years after the Verthaven Disaster (In which Brazilian Metahumans became a lot more common). A collaboration between the Brazilian Law Enforcement agencies (The Civil and Military Police), and the Brazilian Military (The Brazilian Armed Forces, and The Brazilian Intelligence Agency) to create an organization that should be more than capable of handling threats. They're many sides: Investigation, Prevention, and actual Policing. These three categories are very skills. The CESRM is certainly not a big player like RAVEN/DOVE, the MISW, or the MAP, but each member of the organization is heavily trained, and are very skilled at their jobs. Enough to keep order within Brazil. Due to emergency recruitment, it heavily consists of people recruited from the aforementioned Civil and Military Police, and the Brazilian Military. It has a wide variety of agents - however, there is a heavy corruption within the CESRM. The organization is already known globally for their police brutality, and their corruption. While there are members that have the best interests at heart, many take bribes, and under the counter deals with criminals. [indent][hider=Notable Members] [list] [*] Melissa Rodrigues Barros - Former Colonel in the Military Police, Melissa is the appointed head of CESRM. A mother of two in her thirties, she does her best to ensure the best for her family. She leads the CESRM to the best of her ability, using her knowledge of the Metahuman world to make decisions. Melissa wants to make the CESRM the perfect organization that moderates Metahumans and Humans alike, but the corruption of her subordinates runs deep. She attempts to remove the corruption, with no success. Melissa is a Metahuman with solar manipulation. She can emits blasts of scorching light, and absorb the sun around herself to regenerate. [h3][/h3] [/list][/hider][/indent][/indent] [/hider] [hr][h2]| Other Organizations |[/h2][hr] [hider] [h3]| White Spider Society |[/h3] [indent]The White Spider Society are a very mysterious organization that basically specializes in sex. They've been operating for decades now. They own several expensive clubs and brothels all over Europe - quickly branching into North America, and Asian. The Organization itself is owned by White Arachne, a very wealthy and mysterious woman. She has enough money in order to support the Society, and pay off anyone who might bring up any issue. She keeps the organization nicely organized by hiring "managers" who run individual city operations, and "district managers" who run the larger operations in countries (Usually the daughters of White Arachne). Though, White Arachne has supreme control over the entire organization - and sometimes shows up in her own clubs. The White Spider Society is very mysterious, despite having public brothels and clubs open to everyone. They keep as much about the inner-workings of the organization a secret. For good reason, the Society owns a [i]lot[/i] of the prostitution rings in Europe, and manage high-quality prostitutes in every major city. Along with importing/exporting prostitutes into other countries. The Society also has an interest in catering to "acquired tastes" which come in the form of Metahumans. They primarily recruit Metahumans with Bestial power-sets to work in their brothels. The Society is incredibly classy, and well organized. The members are recruited, and only those who can uphold the Society's standard are allowed in. Men or women, black or white, they do not discriminate. It's members are noted for wearing animal themed masquerade masks, white, pinstriped, suits, and having incredibly polite, butler-like, personalities. These are to make the members blend in to each other as much as possible (And keep their identities a secret). Despite these traits, the Society is easily the most docile organization, they do not commit violent crimes unless they are pushed. When someone does cross them, they tend to go missing However, recently, with the rise in Anti-Metahuman hysteria, they have been taking some hits by the paranoid, and their Metahuman prostitutes haven't been seeing much business lately. [indent][hider=Notable Members] [list] [*] White Arachne - The very head of this strange organization. She is a very mysterious woman, with a mysterious amount of wealth, and a very special interest... She managed to form a major prostitution ring which spans multiple continents. White Arachne is the queen of this empire, managing to form connections with law enforcement all across Europe. It's unknown what exactly White Arachne's name is, she tends to keep her distance, and keep on the move. She appears in clubs all over her empire randomly. However, she is known to be quite the lover, since she managed to seduce several men to sire daughters her. These daughters were raised to be the "lieutenants" to White Arachne's organization, and the eventual successors to the society when she passes. White Arachne is an elderly woman in her late seventies, but she's surprisingly thin and lithe for her age. She keeps in good shape, you could say. White Arachne wears all sorts of expensive dresses when she goes out to her clubs, and rarely interacts with anyone but her daughters... unless someone pips her interest, that is. It's unknown if she has a superpower, but it's common knowledge that she doesn't. [h3][/h3] [*] Lilian & Viollette Croquetaigne - The two twin daughters of White Arachne that are the many district managers of the White Spider Society. They operate things in America, and are quite intelligent. They're the oldest of White Arachne's daughters, both in their mid-fifties, and they're the closest to her. They are two French women that have blonde hair and blue eyes. They are quite curvy, and the form fitting suits they wear tends to accent their curves. Neither of them have superpowers of the sort. Both of them are in Baybridge running operations. [h3][/h3] [*] Valentine Béland - One of White Arachne's youngest daughters, who runs the Society's operations that are pushing into Asia. She is, too, part French, but she's also half Chinese. Which shows in her facial features. Valentine has no powers to speak of.[/list][/hider][/indent][/indent] [h3]| La Familia De Asesinos |[/h3] [indent][i]The Family of Killers[/i] - shorted to [i]La Familia[/i] or [i]The[/i] Cartel - is a major Mexican Cartel that has been the terror of central American for decades now. Formed by a man with a dream (and a desire to watch the world burn), they specialize in the production and distribution of drugs. They mostly get high quality cocaine and other drugs of the sort over the border, and all over the world. However, they are also incredibly ruthless, and are responsible for hundreds of deaths over the years. As they have been declaring outright war on law enforcement. What makes La Familia extra dangerous is that they employ a variety of Metahumans. They've been forcing any Metahuman they come across to join them (Whether or not they're over eighteen), and become apart of La Familia. If Metahumans don't join, then they are beaten until they do... or otherwise persuaded through other threats. What has caught NEST's attention was that they were sending Mexican Metahumans to America to do drug deals. The [i]main[/i] reason NEST wanted to expand into Mexico. After NEST has been disbanded, and RAVEN/DOVE has taken it's place, the bill to expand into Mexico has been passed and a joint operation between Mexican officials and RAVEN/DOVE has been enacted to combat La Familia. Their Metahuman population has been cut off because DOVE has been offering Metahumans assistance - and RAVEN has been launching jointed strikes against La Familia alongside Mexican officials. [indent][hider=Notable Members] [list] [*]Antonio Villanueva - The man who started La Familia. He started out as a mere drug peddler that managed to get his own gang due to his ruthlessness and efficiency. He was building up an empire to be Mexico's worst monster, and it got worse as he gained power was knocking over the larger Cartels by using his Metahuman army, and establishing La Familia in Mexico. He took advantage of the growing drug trade to gain immense power in Mexico to the point where he's a big player there. From there, he only aims to expand his empire, and become the world's richest man. He's cunning, manipulative, and borderline inhuman. There's [i]nothing[/i] he won't do in pursuit of his goals. [h3][/h3] [*]Tigre Sangriento - [i]Bloody Tiger.[/i] One of Antonio's top enforcers, and is a Metahuman. She is a beefy South American woman that has Tiger Physiology, and high level pyrokinesis. She's known to be ruthless as Antonio, and loyal to him - but in reality, she's after nothing more than her own self interests. Since her time as a child soldier in South America, Tigre is one of the most dangerous Metahumans in the world. She has killed many, many, people, and is officially on Mexico's (And RAVEN's) kill-on-sight list. [h3][/h3] [*]Viento del Desierto - [i]The Desert Wind.[/i] Tigre's partner, and one of the child soldiers employed by Antonio for being a Metahuman. She's a woman that has the ability to control sand on a macro level, and has caused massive amounts of destruction with this ability. She has literally buried small towns in Central America in sand. However, she has dreams of striking out on her own, alongside Tigre.[/list][/hider][/indent][/indent] [h3]| The Allegiance |[/h3] [indent]The Verthaven disaster has brought Metahuman relations to an all-time low. Metahumans were being killed left and right, and the government wasn't doing anything. Which is why one man assembled a group to fight back against the enemies of Metahumans - which snowballed into a larger group. Declaring themselves an "Allegiance" formed between Metahumans to defend themselves from others. The Allegiance can roughly be declared the antithesis to the Pure. They fight for the defense and supremacy of Metahumans, driven by the anger of Meta-children being slaughtered. They have been tightly engaged in a conflict with the Pure, but they've also been going also the Saviors, and the ISD. The main problem is that they've been causing large amounts of property damage, and shows a form of racism that makes them no different from the Pure (However, they do not go around killing nonhumans). The Allegiance have been a prime target of the newly formed RAVEN, and the organization has clashed many times in the process. [indent][hider=Notable Members] [list] [*] Amethyst - The "Founder" of the Allegiance who was fed up with seeing her Metahumans slaughtered right before her eyes. Amethyst was already a trouble starter with influence - responsible for attacking Academy 218 once - but after the Verthaven disaster she was able to gather fellow Metahumans disgruntled with the Pure uprising. She formed the Allegiance, and it snowballed from there. Years after she formed the Allegiance, Amethyst remains an infamous figure. She rarely makes appearances herself, and when she does, it's quite the event. Amethyst is a powerful Metahuman with vague abilities, it revolves around a variety of different powers. It's suspected she's a power replicator. [h3][/h3] [*] The Beasts of Burden - A very rare group of octuplets that all managed to manifest the same power. They all gained the ability to turn into brutal monstrosities that each have a different form (For example, one is humanoid, another is like a bat, another walks like a gorilla, etc) and transformed they're immensely strong. They follow Amethyst because she liberated them from NEST persecution because the broken system got each of them branded a threat and arrested. Since they have no other lives, they fight for change. Each of them acts as Amethyst's personal enforcers, and rarely separate from each other. [h3][/h3] [*] Caden Zorich - [i]The Shadow Child.[/i] The co-founder of the Allegiance (And the one who put the idea for the group in Amethyst's head). Caden Zorich was a former Academy 218 attendant who got the idea of Metahuman superiority from his time there. From there, Caden left, and wandered each of the major Metahuman hotspots across America which furthered his concept. Up until he became a member of the Skulls back in Mendel, and gained a following like no other. After the Skulls were destroyed, Caden was the one who managed to escape arrest and build a following in the shadows. Caden encountered Amethyst, and the two joined forces to form the Allegiance. Strange, cunning, flamboyant, ruthless, sadistic... Caden is not one who should be taken lightly. Caden is a Metahuman who possesses the ability to create a black energy that can take three different forms (Solid, liquid, and gas) and he can freely manipulate and transform into. It's Cerebral in nature as it's formed from the negative emotions from the people around him. Thus, he gets stronger and weaker depending on who's around. Created by a man centuries ago, the Philosophers have changed goals considerably throughout the years. They first started out as a secret society that was out to protect the secret of Metahumans from the world. Being responsible for covering up events caused by Metahumans, and whatever would cause them to be revealed to the world. Their secondary goal was research. They were comprised of several of the world's greatest minds, and they wanted to put their minds to good use coming up with research developments that put them on par with the now defunct Hands of Science. After Metahumans were revealed to the world, their new goal was to help preserve order from the shadows - keeping Metahumans from getting too out of line, along with combating other devious organizations. Their main target used to be the Changeling Unit, and their leader Luis. As the Philosophers attempted to hide the knowledge that Luis spoke of ("Godhood") in order to prevent more people from pursuing it. Most notably, they're the brave people who have been tracking down the children who have been kidnapped and sold by the Changeling Unit. They've been going out of their way to save whoever they can. They went after the Hands of Science in order to bring an end to their inhumane experimentation. The Philosophers only recruit those they feel would make good members of their organizations - benevolent people that can keep a secret, and knows how to stay in the shadows. Where ever they are needed, the Philosophers go. They attempt to keep order in the Metahuman world by providing homes, education, and a safe training environment to young Metahumans. They're the organization that always has it's doors open for orphaned Meta-children. The Philosophers are comprised of humans, and Metahumans alike - working in harmony. The Philosophers are rather large organization that is split into two halves: their research development team, and their field agents. The Philosophers are science first, combat second. The Philosophers work out of many expensive mansions... which raises the question of just [i]who[/i] is running them. He prefers to keep people at arms length to maintain a professional aura (And to keep his past a secret). Over the years, he managed to amass such a wealth that he's able to fund the Philosophers. However, James takes the public appearance of a rich playboy who inherited a great deal of cash. Right now, James prefers to sit on the sidelines and order the Philosophers around from the sidelines. James knows something that no one else does - and he'll die before it gets out. It's an idea that was developed after the Verthaven and a metahuman that could end the world was compared to a [i]God.[/i] Eventually, some people began to believe that all Metahumans were Gods in human form. It started to gain status within the underground, and eventually more and more deranged. There are Metahumans within their ranks that are treated as such, Gods. They are given free reign to do whatever they please as the Order utterly worships them. However, they are indoctrinated by the concept of their Godhood as well, honestly believing themselves to be Gods, and are doing what is holy - producing more Gods. The Order is dangerous as they have committed many acts of terrorism, murder, rape, and kidnapping. Inside the cult itself, there's much sexual abuse going on, as it is considered an "honor" to have sex with a Metahuman (Getting impregnated is an even greater honor). It is even suspected that incest is practiced for the sake of creating more Metahumans. Needless to say, this group is [i]high[/i] on DOVE's watchlist as they are attempting to liberate Metahumans from the Order. An elderly french man that was a former member of the Hands of Science, one of their top scientists. Truly a brilliant man that would have done the world much good if he wasn't shafted into that organization. However, he held a dark secret that held back his brilliance. He was a Metahuman who was mentally connected to a dimension full of horrible eldritch abominations that began to corrupt his mind. He fought for it, but over time his sanity began to degrade. With the Verthaven disaster - in which he was there to see first hand - he gained the idea that Metahumans were Gods (Though, that was more of his mind beginning to degrade than anything). So, he sits at the head of the Order, and acts in the interest of worshiping these beings. Neron is very mysterious, and usually walks around wearing a robe, and using a cane to walk. Like it's been stated before, Neron is connected to an alternate dimension full of monsters. Using this connection, he can summon a green fog in which he can summon monsters out of it to fight for him. He can also use this fog to teleport from place to place. What can we learn from them? The ISD are the people seeking to answer them. The head organization for Meta-human research and development, the ISD is an organization dedicated to continued research on the new Metahuman phenomenon at the request of NEST. In the many facilities across the US and Canada, The ISD have discovered everything known about Metahumans. The Metahuman energy and how it works, the Black Fall Effect, Ashing, and more. They have done this through a network of volunteer Meta-humans. They work very closely with NEST and the Saviors, however they choose to remain neutral on the Pro/Anti-Metahuman scale. Their objective is to learn about Metahumans and what can be done with the Metahuman energy. Any Metahuman can volunteer for some humane experiments, tests, and whatnot. After the Verthaven disaster, DOVE and the ISD have become very close. [indent][hider=Notable Members] [list] [*] Tabitha Crest - The CEO of the ISD who inherited the organization from her father Berith Crest, she is a brilliant scientist taught by the best. She's declared the lead in Metahuman research as she's the one who researched Ashing, and the Black Fall effect, discovering how they work and giving them names. Tabitha participates in science and research as much as she runs the organization - she's known as quite the busy bee. Tabitha tries to understand what makes a Metahuman, a Metahuman, and what she can do with the energy. Tabitha is a tall woman with German descents, she's known for her distinct head of black curly hair. Tabitha makes a note to make plenty of public appearances, and do her best to stay on the good side of Metahumans by doing acts of charity (Donating money to other charities, taking in homeless Metahumans, etc). The lead Anti-Metahuman organization, and the antithesis to many Pro-Metahuman organizations. They believe that Metahumans as a whole are far too dangerous, and must be removed if humanity is to survive. The Saviors were formed by the big pharmaceutical CEO Nolan Ulrich, as a means to assist humans afflicted by Meta-human related incidents. The Saviors also invest in research towards a way to remove powers, and have pushed for NEST to remove rights from Metahumans. Naturally, the saviors are despised by a large number of Metahumans. However, they are not known for overt or violent acts against Meta-humans. They work towards their goals peacefully. Their objective is to help people. Whether they've been the victim of a Metahuman related incident, or afflicted with a detrimental superpower. Their secondary goal is to find a way to "cure". Though, it is reported that a large number of the Saviors are extremely Metaphobic. It's also believed that the Saviors secretly fund the Meta hate group, the Pure. After the Verthaven disaster... the Saviors received a [i]huge[/i] boom in funding, and were capable of even expanding to other nations. They're one of the groups that have had a heavy hand in NEST's disbandment, and eventual reform. Their propaganda are seem all over American soil (TVs, sign, etc), and they seemingly are reaching the world they've always wanted to reach. However, with the rise of DOVE giving Metahumans even more freedom, they are clashing with DOVE and the government for their carelessness. lately, the Savior Foundation have been under [i]heavy[/i] scrutiny as it was revealed they indeed have a connection with the Pure terrorist group (One of their members was a high ranking Pure, in fact). He was once the son of a very, very, rich and influential CEO who gave him all the money he needed to succeed in life, and then more. He used that money to become a playboy. However, that mindset changed when his parents were brutally killed by Metahuman criminals after their money. Afterwards, he analyzed the situation, and declared that Metahumans were a threat, that needed to be heavily regulated. He used the money that he inherited from his dead family to form the Savior foundation - an organization with the goal of helping the baseline humans, and regulating Metahumans. Throughout the years, Nolan's hatred of Metahumans had grown more and more, to the point where he constantly makes public appearances bashing Metahumans on live television. Calling them less than human, and nothing more than a threat. Nolan has the hatred of Metahumans, and the admiration of those who support him as being the man who will save the world. Ran by a genius Chinese Immigrant named Jiao-Long Liu, the Liu Pharmaceutical Company's specialty is the Metahuman energy, and how it can be applied in beneficial ways. They managed to produce several treatments for people. Surprisingly, despite being apart of the Saviors, they are not particularly against Metahumans. What makes that fact even more surprising is that they are the first company to successfully devise a way to remove the powers (Or more accurately, lock them away) of Metahumans. Which has caused a huge uproar in the Metahuman community, but the procedure is very expensive, and difficult. [indent][hider=Notable Members] [list] [*]Liu Jiao-Long - A Chinese immigrant that had a natural genius that shot him through school all the way to Harvard, Jiao-Long is a man who researched the Metahuman energy, and whatnot, and learned how to manipulate it. He started out apart of the ISD, up until he decided to take his knowledge over to the Savior Foundation, and forged the Liu Pharmaceutical Company from there. Jiao-Long is considered to be a genius in the field, as he's the man who would eventually create the "cure" for Metahumans. However, despite working for the Saviors, and creating the procedure, he has no hatred for Metahumans. He has four daughters, two nieces, and a sister, who are all Metahuman, and he can't hate them for genetics. Jiao-Long is known for his endless kindness... and he's the devil's advocate for the Savior's racist agenda. Jiao-Long believes that the Saviors should focus less on their hatred of Metahumans, and turn their efforts to helping those who's lives have been ruined by them. Jiao-Long has the ire of other Saviors because of his Metahuman daughters, and how he employs them. [h3][/h3] [*]Zoe Hardley - Jiao-Long's bodyguard. She suspiciously appeared seven years ago after the Verthaven disaster, and follows Jiao-Long around where ever he goes. Zoe is a teleporting Metahuman that can clear great distances. After the Verthaven Disaster... the Pure movement has reached exponential levels as people are literally lining up to kill Metahumans. They have been killing Metahumans left and right - and incredibly brutally. Along with causing incredible amounts of damage, the Pure are behind the deaths of [i]thousands[/i] of Metahumans. Which made the Pure one of the premiere terrorist groups. They often plan hits on the request of concerned civilians, and they carry them out with brutality. They usually plan traps, or surprise attacks. It doesn't matter if the Metahuman is a threat or not, they'll kill anyone with a superpower. Man, woman, or child, criminal or innocent, it never matters to them. The Pure have been going to war with their antithesis, the Allegiance. Which made them a very feared name in the Metahuman world. Each member of the Knights are mysterious - no one knows who they are, what ethnicity they are, what gender they are... and so fourth. It's unknown who leads them, but it's believed to be whoever the hell is funding them. With the death of nearly a million people in the Verthaven Disaster, the opinion of Metahumans has reached an all-time low. With the rise of the Allegiance and similar organizations in other countries, and the sheer hatred against Metahumans, there was death and destruction everywhere. Until a woman known as Nina Amstrutz, a Swiss Politician had her Metahuman son murdered in cold blood, and decided that it was time for a change. She formed the Metahuman International Party, a group advocating for peace between Metahumans and Humans, through teaching, and impersonal connections. Through time, the group became big in Europe, and managed to spread globally (They have a huge following in North-America). The group is the first that criticizes bad treatment of Metahumans by the governments of the world, and also assists humans and Metahumans alike. Until the group has managed to gain a following of Metahumans and Humans alike with the same goal. The MIP is not particularly liked by the many Metahuman Regulation Agencies of the world because, despite the Geneva convention being against it, they criticize them for basically employing Metahuman soldiers as weapons.[indent][hider=Notable Members] [list] [*]Nina Amstutz - The head of the party. Nina is a woman with German roots, and had blonde-hair and blue eyes. She's fairly short, and keeps her hair in a bobcut, keeping it short and proper at all times. She is very charismatic, and is able to sway people to the side of peace. While openly criticizing governments. She lives in Switzerland, but travels the world where her word is needed. Nina often visits North America, and Britain (Where she is the biggest advocate for change in the MISW). They specialize in secrets, blackmail, and decryption. Their most popular service is the transport of secrets, as the more illicit of things are moving off fiber optic cables. Although CID tries to focus their attention on helping regular people, most can’t afford the ludicrous prices. The company’s HQ is hidden in Rosemaple Lake, Roseview and has access to many safe houses around the city. CID is by no means a big company with roughly 25 employees, all metahuman. Their task force is split into three divisions: the spies, security, and the couriers. The spies account for 20% of the taskforce, but bring in a large portion of the income. The small security division stays strictly at HQ, save for an occasional bodyguard job. Couriers and spies are pocketed throughout the US with only a handful actually in Baybridge. The couriers and spies are told not associate with one another, and to strictly use code names. [h3][/h3] [indent][hider=Notable Members] [list] [*] Hallmark [i](Daxton Locke)[/i] — The professional, enigmatic CEO of the company. He’s always found dressed in a suit and tie, with his black hair styled back and the finest jewellery on his hands. He’s a strange CEO in the fact he’s also the company’s dispatcher, and coordinates with Miss Admin on agents and their jobs. He has a personal connection with all his agents and knows them quite well. Many suppose this is his way of sniffing out moles in the company. Although Hallmark treats his employees professionally, he does overstep his bounds when information is withheld or someone tries to lie to him. It should be noted that Hallmark is also the only baseline human in the entire company (besides the tech group). [h3][/h3] [*] Miss Admin [i](Brogan Huntley)[/i] — the secretary and public face of CID, and right-hand of Hallmark. She’s a tall lady with maroon glasses framing her face and long auburn hair tied in a bun, a single bang curling to the side. Miss Admin has a strong ‘no-nonsense’ attitude and is incredibly organized. She works in the background of CID, keeping the machine running smoothly. Under her is a small team of baseline employees who run all the tech jobs that CID brings in. She doesn’t typically associate with agents unless they're in trouble with the boss. Her meta-ability is basic, but very useful in their work. She can tell, through emotion, whether someone is lying or not.[/list][/hider][/indent][/indent] [/hider] [hr][h2]| Defunct Organizations |[/h2][hr] [hider] [h3]| NEST |[/h3] [indent]The former lead in Metahuman regulation, NEST was North America's premiere government agency tasked with dealing with hostile Metahumans, and managing them. They were introduced shortly after Metahumans were revealed to the world, and for decades they battled hostile Metahumans with extreme efficiency. They were consisted of heavily trained humans, and Metahumans that were introduced into their ranks. They were a heavily armed force to be feared. A med to the teeth with the best weaponry and tools the Government could offer, NEST was known for employing power suppressant collars. They had teams and HQs set up in every major city in the United States as well as offices in Canada - there had even been talks to expand NEST to the major South and Central American countries as part of a Joint Coalition with the US. The NEST teams are well enough connected that should a significant enough threat show up; forces from other teams will be allocated. NEST as a whole does not discriminate against Meta-humans, there has been some incidents of bias agents, but their goal is also to maintain a balance between the two kinds of human being. NEST was ran by a grand council called "High Command," which consisted of several extremely high ranking members that made supreme decisions over NEST. However, after the Verthaven disaster, NEST ruined their reputation, and it has been decided that NEST had too much power, and were disbanded, and replaced with another organization (Later deemed RAVEN/DOVE). Since then, NEST's actions have caused problems to this very day. [indent][hider=Notable Members] [list] [*] The High Command Council - The original head of the NEST organization, the eight people who sat at the very top of the agency. They made all executive decisions that affected the entire agency, and they were only contacted when shit got real. However, the High Command Council were the people who decided to condemn several thousand people to death during the Verthaven disaster. Afterwards, the entire Council was arrested for their actions, tried, and imprisoned. Their actions lead to the destruction of NEST. [h3][/h3] [*] Adam Blackmore - [b]Deceased[/b]. The legendary NEST agent, Adam Blackmore is regarded by many as one of the greatest NEST Agents there ever was. Because, in his hayday (Around the eighties), he got results like no other, every metahuman related crisis he was apart of? Handled with minimum causalities. Which allowed him to rise through the ranks incredibly quickly. Adam had a great deal of influence in and out of NEST - because he trained many of the top agents, and acted as a mentor to many young Metahumans (To keep them from becoming threats down the line). He was the first to say that the NEST system was broken, and needed a reform, but few listened. Adam served as the legendary NEST Agent for around for twenty-two years, in which he was in his forties and chose to retire. For ten years after that, Adam served as a teacher for Academy 218, the best teacher they had. Up until the Hands of Science was revealed, that is. He returned to NEST to fight the threat, and served alongside Maximilian Cornell in Task Force RAVEN. He fought in the Verthaven disaster, but unfortunately fallen to the Changeling Unit. Adam was one of the many legendary Blackmores, a family of power replicators, in which he inherited their abilities (He got the best ability, in fact). He had the ability to copy powers by observing them in action, and the more he studied them, the stronger the copy would get. Adam had five children to carry on the Blackmore name after his passing. [h3][/h3] [*] Sonya Mayfield - [b]Deceased[/b]. The greatest sniper in NEST, and all around good person. Sonya was a British woman that manifested her powers (Amphibian physiology) and was sent to Academy 218 and promptly abandoned there. From there, she met friends (Including her future wife, Maria Costello). She came to Mendel, joined the Vanguard, and was arrested when the gang war broke out. Sonya was offered a spot within NEST for a reduced jail sentence, which she gladly accepted. Sonya became one of the best NEST snipers, and fell passionately in love with her job. She went all over, and did her best to help people (Giving them the guidance they needed) - though she did her best to stay out of NEST politics and do her own thing. Sonya was assigned to Verthaven, and participated in the war against the Hands of Science, and eventually the Verthaven Disaster. Unfortunately, she didn't make it out alive, being killed by the Changeling Heartbreaker.[/list][/hider][/indent] [/indent] [h3]| The Hands of Science |[/h3] [indent]Revealed to the world after spending [i]decades[/i] in the shadows, they've been called a more extreme version of the ISD. The Hands of Science are known for preforming experiments on Metahumans. Except, they have no concept of ethics or humanity. They kidnap Metahumans and forcibly preform experiments on them (Before killing or releasing them). Or they distribute devices, or serums, that fiddle with powers in some way. All done by an extensive group of scientists. They have a large team of Agents that preform the field operations. People that distribute strange the aforementioned serums and devices. Often lying and tricking Metahumans into using them. What their goals are is ambiguous - but their scientific prowess is incredible. They've managed to create thousands of serums that can give people superpowers, along with creating a serum that can temporarily imbue a person with superpowers. Along with thousands of other scientific advancements that could change the world if it got out. The Hands are ran by an regional system; the Hands are broken down into several branches for each part of North America (Northwest, Southwest, West Canada, Mexico, etc) and each are ran by an executive who oversees operations in the area. Despite their willingness to experiment on Metahumans, they're more than content with working with them, and introducing them into their ranks. There is no anti-Metahuman bias within their ranks. The Hands of Science are believed to be responsible for plenty of Metahuman related incidents. Once they were revealed to the world, NEST declared all out war on them, and they displayed their scientiffic prowess. They put up a fight, but after the Verthaven disaster (and their hand in it), the Executives jumped ship, took what was valuable out of the organization, and merely left the rest to rot. The Hands were hunted down by the government, and what was left of them was destroyed, and their research seized. Despite their destruction, they have left one hell of a mark in the world. However there are still pockets of the Hands of Science out there - and former scientists that worked for them merely joined new organizations to put their knowledge to "good use." [indent][hider=Notable Members] [list] [*] Dr. Cross - The head of the Southwest branch of the Hands of Science, Dr. Cross was seemingly one of the top members of the Hands of Science that started out as a broke college graduate that was inducted into the organization. With training from the best, Dr.Cross rose to the spot of Hands Executive. Dr. Cross is a woman in her mid-forties with an eyepatch over her left eye. She has ultimate power within her branch, and has the ability to induce changes in any project. Dr. Cross is cold, mysterious, and determined. She believed that the research conducting will benefit mankind. Which is why she feels that it's necessary to stain the organization's hands with the blood of innocent people. Dr. Cross is a aged woman, that stands at average height, with neat-slicked back, black hair. Her eyes are brown, and it's believed that she has mixed ancestry in her genes. She usually wears a lab-coat with a stylish suit underneath it. However, after the Verthaven disaster, she went into hiding along with the other Hands Executives - until she resurfaced in Baybridge after playing along with the Mannequin's plan. Was ultimately arrested. [h3][/h3] [*] Eliza Dubois - One of the Hands Executives. She runs the South-Eastern branch of the Hands of Science, and is a scientific genius herself. She is responsible for the major breakthrough that is the serum that grant can a person powers. And because of that, she's regarded as the Hands of Science's best. She is a tall, slender, African-American woman (That is heavily Egyptian and Sudan), with some French genes in there. that has an aura of grace around her. She wears suits, and walks like a queen. She is usually accompanied by her two body guards that are Metahumans with Super Strength and Durability. Eliza herself has the ability to passively absorb sunlight, and expel it in several forms. Beams, orbs, etc. It's very hot. And you'll get a nasty sunburn. She can also teleport within direct sunlight to another point that is also under the sun. Eliza went into hiding along with the other Hands Executives. [h3][/h3] [*] Nathaniel Thorne - Head of the western Canadian Branch of the Hands of Science, Nathaniel was brought to Verthaven to attend the grand Hands of Science meeting. Nathaniel is known for pushing into research as to where Metahumans came from. He is an older male, with far prematurely grey hair. He has pronounced European looks, and has the look of a boss. A leader. An evil villain. He tends to wear suits, and smoke cigars. He has no powers. Nataniel went into hiding after the Verthaven disaster. [h3][/h3] [*] Suan-Ni - Easily the most mysterious out of the Hands Executives. He keeps himself a secret from the Hands that he works under as much as possible, because he fears getting outed (He doesn't trust the chairmen that much either). It's hard to make out his features (but he's very tall, at least 6'5) underneath the form obscuring suit, black mask with a snake symbol on it, and gloves. He's stated to be a very brilliant mind, and one of the best in the organization. Whoever he is, it's suspected that he has a lot to lose from being outed. However, he went into hiding as well - after swearing off the organization for good. [h3][/h3] [*] Stephanie Hayvok - The wheelchair bound assistant to Dr. Cross. Stephanie, while she seems like the secretary, is actually the number two of the Dr. Cross' Branch. She has secondary power to Dr. Cross. Stephanie is a mousy woman that has sharp facial features, and a head of curly brown hair that goes down to her shoulders. She usually wears a lab coat with a sweater underneath it. Stephanie is quite knowledgeable about technology, and is the lead in the Hand's attempts of using Metahuman abilities to create new pieces of technology. She joined Dr. Cross in hiding. [/list][/hider][/indent] [indent][h2]| REAPER |[/h2] The Hands of Science's personal private army. Their own antithesis to NEST that has been in the shadows up until their revelation to the world. REAPER handles Metahuman kidnapping, elimination, and security of various Hands of Science facilities. Not as well armed or manned as NEST, REAPER makes up for it by having access to experimental weaponry. REAPERs were armed with a perfected version of a Mutagen that gave them reduced versions of superpowers without being a Metahuman. REAPER was lead by four generals that abandoned the organization along with the Hands Executives. REAPER, too, was disbanded. But many REAPERs are still out there. [indent][hider=Notable Members] [list] [*] Ignatius - Head of REAPER, Ignatius is a man that hides brutality and ruthlessness under a carefree, and casual attitude. He leads the REAPER organization, and only answers to the Hands of Science's chairmen (In this case, he mainly answers to Dr. Cross). He's a tall, wirey, man with a well built frame, and broad shoulders. He has a hair of black hair that is incredibly spiky. Ignatius, most notably, has scars around his neck that appear as if his head was lopped off, and put back on at some point. Ignatius omits the REAPER standard armor, and instead wears a different battle dress, with a long black, padded, overcoat thrown on it. Ignatius displayed the ability to use telekinesis, and creating constructs out of telekinetic energy. Ignatius is in hiding with the Hands. However, it's hinted he knows a lot more than he lets on. Was arrested alongside Dr. Cross. [h3][/h3] [*] Revenant - One of the crown REAPERS. One of the most important members that is responsible for fast transportation of REAPERS. Revenant is a female hidden underneath an outfit fit for the REAPER faction. She's very tall, and has a short head of black hair. Her build is very thin and lithe, but well-built. However, it'd be impossible to tell underneath the long black cloak that she wears. It flows all the way to the ground, and mostly covers up the standard REAPER Armor that she wears underneath it. However, underneath it, she wears a white porcelain mask with black soot on the sides like it has been burned. Revenant is so valuable to the Hands because she a teleporter on a wide scale. She's capable of easily teleporting to any location in Verthaven, and back. Carrying any amount of people with her. However, she too suffers from the same limits that plague Metahumans known as fatigue. She can only large-scale teleport twice. Revenant abandoned REAPER to go along with Suan-Ni. [h3][/h3] [*] Snowblind - A Russian Metahuman that escaped capture and was sent to America to work for REAPER, and became one of the four generals. She is an average heighted woman, that sports bright blonde hair, and blue eyes. She has clear skin. She outs out of the REAPER armor, and instead wears a white labcoat, and a white suit, with rings. She is incredibly ruthless, willing to cut down a million men for the Hands. Snowblind has an advanced form of ice-manipulation. She can snapfreeze objects on touch, create and move large amounts of ice. Along with some odd abilities such as the ability to transform into ice, teleport, and turn intangible (Freezing any objects on touch). Snowblind is in hiding. [h3][/h3] [*] Wendigo - [b]Deceased[/b]. The Wendigo was Ignatius's right hand, and again, had secondary control over REAPER. He generally answers to Dr. Cross. Wendigo was a massive beast of a man that had a very wide and stocky frame, with thick, powerful limbs, and large hands. Wendigo's features were obscured by the metal, Roman-style, Lion mask that he wore over his head, and the REAPER armor he wears. What little can be seen of his body appears... rotted. The Wendigo was a Native American who was shunned by his tribe once his powers developed. After the Changeling Unit paid the tribe a visit, he slaughtered them alongside the Changelings, and worked for them for awhile. Until he was tempted by Ignatius to join REAPER. However, he was killed by Maximilian Cornell when he was deceived into ashing. The Wendigo had the power to gain strength from eating human flesh, until he was immensely fast, durable, and strong. Even before he started eating flesh, he was very strong.[/list][/hider][/indent][/indent][/indent] [h3]| The Changeling Unit |[/h3] [indent]Called humanity's worst; the Changeling Unit are the most infamous group of Metahumans ever. They are comprised of Metahumans who are psychopaths, as the Changeling's leader specifically recruited them. Serial killers, monsters, rapists, and whoever wanted to watch the world burn, were given a spot in the Changeling Unit. Because of this, they were considered a "Metahuman Dirty Dozen," the strangest group of Metahumans, but they got the job done. The Changeling Unit were many things; mercenaries, assassins, child abductors. Dangerous being the best word to describe them. Their leader ensured they were "Changeling material" by subjecting them to a series of tests where they abandon what's left of their humanity. They did work for whoever paid them the most... whenever they weren't pursuing their own goals. Their main employer was the Hands of Science - the organization they had the closest ties to. The Changeling Unit were known for two things; their wanton sadism, and the kidnapping of orphans. Concerning the former, the Changeling Unit went on rampages out of the delight of their leader. Concerning the latter, the Changeling Unit were infamous for kidnapping the children of Metahumans, and selling them to the highest bidder. For years (Possibly [i]decades[/i]) the Changeling Unit were in the shadow of the world. No one knew about them, but they felt their actions - Metahuman infants were taken in the night, with no one knowing what happened. Which brings into question just what [i]else[/i] they were responsible for. However, once the Hands of Science were revealed to the world, so were they. They've made themselves infamous for their heinous actions in Verthaven - however, that was the location where they were finally eliminated. Despite their destruction, the Changeling Unit's actions have left marks that will be felt to this day.... [indent][hider=Notable Members] [list] [*] Luis "Bloodsucker" - [b]Deceased[/b]. Humanity's greatest monster. Luis is the leader of the Changeling Unit, the man who formed the organization after realizing his true dream. Luis is truly the most inhuman monster ever to walk. His sadism, brutality, ruthlessness, and cruelty have never met any bounds as he practically rampaged in order to complete his goals. Luis specialized in leaving emotional marks on people, and spreading fear. He knew exactly where to hit to leave people reeling. Despite his sadism, Luis was known to be incredibly intelligent, cunning, and pragmatic - which surprises his enemies. When mixed with his sadism, there isn't anything Luis won't do. Luis was revealed to be an immortal Metahuman that was one of the first handful to appear, thus he had knowledge that no one else had. His main goal was [i]Godhood,[/i] using a Metahuman who can end the world to propel him to that zenith point. Once the Changelings were revealed to the world, Luis made his sadism known by tearing through Toronto looking for a special Metahuman. However, once Heartbreaker was captured by NEST, he came straight to Verthaven. He played a major part in the Verthaven disaster by impeding NEST at every angle, and carving his way through them - making himself the nemesis of the city. Luis' Changelings were eventually taken out one by one (with what left abandoning him), until he launched one final suicide attack that ended with his death. However, he left all of his knowledge in a diary that has to be decoded... which a certain person is in possession of. Luis was a powerful Metahuman who had the best regeneration out of all the Metahumans - no matter what happened to him, he got back up. He also has immense strength, speed, and durability. Worst of all, he could increase his abilities by absorbing blood through his skin. Two centuries of experience mixed with his abilities made Luis quite the threat. [h3][/h3] [*] Natalie "Heartbreaker" - [b]Deceased.[/b] A strange Metahuman woman with icy-blue skin that was the number two in the Changeling Unit. She was less sadistic and outright violent than Luis - but she was no less depraved than him. Many lives have been ended by her revolvers. Heartbreaker was a gunslinger Metahuman, who had enhanced aim, vision, reflexes, body control, and agility, that made her godlike with a pair of revolvers. While Heartbreaker was the number two, her specialty was sniping, and long distanced assassinations. Heartbreaker was the the first of the Changelings to appear in Verthaven, serving under the Hands of Science for a hunk of cash. Causing atrocities on the side was her business. She was the one to orchestrated the death of the Fiend leader Khan, but also outed herself to NEST in the process. Afterwards, she brought half the Changeling Unit to Verthaven to keep an eye on the place. They were found out, and eliminated by NEST, which ended with her escaping due to the Hands intervention. She also appeared in the Hands of Science base, where she was captured by Task Force RAVEN. Which drew Luis and his Changelings to Verthaven to liberate her. For most of the Verthaven disaster, she sat on her ass in a cell until Luis busted her out. From there, she played a role in the battles against NEST and the Devil of Verthaven. She was killed during the same battle which saw the elimination of the rest of the Changeling Unit. [h3][/h3] [*] The Mannequin - The "third" in command of the Changeling Unit, a metahuman who had turned himself into a cybernetic machine using his genius, and supernatural affinity to technology. He was known as a towering mass of ceramic and wires, that was far from human as it got. He served as a scientist, inventor, and assassin within the Changeling Unit, mostly taking a background role to Luis and Heartbreaker. He followed Heartbreaker to Verthaven, and escaped NEST twice through sheer cunning and genius. Before Luis showed up in Verthaven, and the Mannequin assisted Luis by creating bombs, and other devices to use against the Changeling's enemies. The Mannequin escaped the destruction of the Changeling Unit during the Verthaven Disaster, and faked his death so no one would come after after. Currently, the Mannequin is the only surviving member of the Changeling Unit, and is currently in hiding. He was believed to be Luis' eternal servant as he knew Luis from back when he was human - but was actually using Luis to further his own goals. Easily the most cunning and intelligent member of the Changeling Unit - he managed to further his own agendas by remaining in the background, appearing as nothing but an assistant. A genius in every sense of the word. Was arrested following his plan.[/list][/hider][/indent] [/indent] [h3]| The Tyrants |[/h3] [indent]They were formerly the most successful group of supervillains, that practically [i]owned[/i] Stadium City. The Tyrants were a large group of Meta-humans that were responsible for countless crimes. Bank robberies, large heists and many more. They were infamous because of how well they covered their tracks and hit hard. They were known for their code of honor, never hurt innocent people, and chose their fights carefully. Which is how they lasted so long. Unlike other criminal fools, they didn't make enemies, so the need to hunt them down was low. However, when they did fight, they were known for their savagery... and ability to make quick and hasty get aways. What they are the most known for is how they took over Stadium City's crimeworld. Over the course of a few years, the Tyrants systematically destroyed every gang and other organized crime organization, and absorbed them into the Tyrants. Building up a massive army of gang members, and using them to destroy the larger organizations (Or run them out of Stadium City). Until they completely controlled the city's crimeworld, by eliminating the competition. They basically reduced crime to a minimum just by being around. NEST launched a massive operation against them, but it didn't see any real progress. NEST got what they wanted after the Verthaven disaster, in which the Tyrants disbanded, and it's leaders went into hiding. Afterwards, Stadium City fell apart as new gangs showed up in Stadium City and wreaked havoc. [indent][hider=Notable Members] [list] [*]Queen Carmelita - The stylish leader of the Tyrants, Queen Carmelita was a Spanish woman who managed to form a very intelligent gang of super-criminals. She used her cunning and intelligence to create the Tyrants, and eventually tear the criminal underworld of Stadium City apart, and then reform it in her image. Holding an iron grip over crime in that city for [i]decades[/i]. Queen Carmelita eventually disbanded the Tyrants after the Verthaven disaster after realizing all her enemies were pushing down on her. She went into hiding - but her name will be remembered as a true [i]Tyrant[/i]. Queen Carmelita was a very powerful Metahuman who came blow to blow with the likes of Adam Blackmore, and Maximilian Cornell, by having a very powerful tactile telekinetic ability. She could punch a building in half, and survive multiple blows from super strong Metahumans. [h3][/h3] [*]Blizzard - The number two to Carmelita, it was believed that they were sisters due to their close bond, and how she lead the organization as well. Blizzard was not as cunning, intelligent, or ruthless, as Queen Carmelita, but she also had much going for her in the strength area. She was as feared as Queen Carmelita, and like her, she went into hiding alongside her. Blizzard has similar telekinetic abilities to Carmelita, as she can produce a telekinetic field around herself that allowed her to manipulate objects. [h3][/h3] [*]Barracuda - A woman in her sixties that was the mentor to Carmelita, and Blizzard. She raised the two when they were little girls in the art of crime - and it paid off when the three of them took over Stadium City and each had their own piece of the pie. Barracuda was a pretty big Meta-criminal back in her hayday, and clashed with Adam and the other NEST Agents back in the day. She was a deadly threat with her ability to extend blades with energy, and cut through anything with ease. She served as a major enforcer within the Tyrants and reaped the rewards of her pupil's work. Up until she convinced the others to disband the Tyrants. Now, Barracuda works for the White Spider Society.[/list][/hider][/indent] [/indent] [h3]| The Black Dragon Special Ops Division |[/h3] [indent][i]Hei Long Te Shu Bu Dui[/i] - or [i]Hei Long[/i] - was formed in the late 1970's, China's first Metahuman "regulation" organization. Except, it was less about regulation, and more about special operations. It was China's very first unit comprised of nothing but Metahumans, and it was a secret group. These metahumans were people taken off the street, and forced to endure their hellish training (Some of which were children). Whoever rejected the Hei Long were hunted down, and killed. They were responsible for countless acts that would turn the world against China. Espionage, assassination, war crimes, they did whatever it took to keep China great. This organization was heavily mandated by the Chinese government, and didn't even breath without the government knowing about it. They were incredibly effective, under the most ruthlessly efficient leader out there. However, that leader betrayed them, and killed a great number of their members in the process. Afterwards, the Hei Long were going to be rebuilt, but with the rise of Metahumans, and it's getting conspicuously harder to keep the Hei Long hidden, it was decided that the organization would be replaced with the People's Metahuman Armed Police Force. [indent][hider=Notable Members] [list] [*] Liu Qiaolian - Qiaolian Liu was a major member of the Hei Long - she was another Metahuman with earth powers who was "conscripted" into the Hei Long. After proving herself to be one of their most dedicated soldiers, the Hei Long promoted her to the leader of the group. In which China was lorded over by her, and her Hei Long. Up until they gave her reason to betray them, and she wiped them all out. Afterwards, she went to America, changed her name, and went into hiding. Her ability was a powerful stone manipulation in which she could manipulate all man-made stone. [/list][/hider][/indent][/indent] [h3]| Eco-Naturá |[/h3] [indent]A "greater" good kind of organization that wishes to save the world by reclaiming it in the name of nature. Eco-Naturá is a eco-terrorist group that aims to returning the world to the state in which it once was. They're behind several acts of eco-terrorism across the United States, and Europe, targeting factories, power plants, and anything that'd harm [i]nature[/i]. However, they have been armed with technology created by former members of the Hands of Science. Bombs and whatnot imbued with Metahuman energy. "Nature Bombs," as they call it. Once these explosives go off, they blanket the area with plant-life that rapidly grows out of control. They also employ Metahumans with nature related abilities (Plant manipulation being the top one) that can assist them in their abilities. They are willing to wipe out entire cities in the name of nature regardless of the causalities they cause. Along with being armed with Hands of Science tech, they are incredibly dangerous. They are being targeted by both RAVEN, and the MISW. However, after the death of Old Man Winter, they have disbanded. [indent][hider=Notable Members] [list] [*] Old Man Winter - The leader of Eco-Naturá. He's an ambiguity, but he formed the terrorist organization after witnessing the destruction first hand at Verthaven - and barely coming out with his life. He came to the conclusion that nature was truly a force to be reckoned with, and was angry. Thus, why he formed Eco-Naturá for the sole purpose of reclaiming cities in the name of nature so the Verthaven disaster never happens anywhere else. Old Man Winter is enigmatic, few people have seen his face, but he tends to wear a black outfit with a wide brimmed cowboy hat. Never revealing his name or face to anyone. True to his name, Old Man Winter has advanced cyrokinetic abilities. He can carpet an area with ice... interesting enough, he also has the ability to create golems out of ice, and also give his followers weaker versions of his ice powers temporarily.
