There'd be little place for the kids to run should they try to escape. Even if they could shift into something that could fly or run fast, the tranquiliser in their systems would keep them from transforming for some time. He laughs at her questions. "Eh, it's pretty hard to keep track of anyone when there's a pretty high chance you may or may not end up in the bed of someone you're related to.
