	A vector is, to quote the dictionary, a quantity having direction as well as magnitude, especially as determining the position of one point in space relative to another. So, as he is able to manipulate this, he could alter trajectory, speed and slow down objects, rip things apart on a sub atomic level, and rebuild them...theoretically, if he had total, and utter control of them. It'd be like having total control over telekenisis. You'd be able to do pretty much anything.
