1). Those weaknesses aren't really that, well, debilitating (If anything, they're weaknesses... for everyone around him lol). I mean, collateral damage is a weakness if he works in a team, but if he's pretty much immune to cold, then I don't see how they're really weaknesses - especially with the high power level he has. Possibly, you can say that his power wreaks havoc on his immune system/metabolism, or he can be cooled down (Which is logical). I'll come up with some more.

2). The Fiends attack took place in another city (Verthaven). lol

3). There are a few run-on sentences, but w/e. lol

He's still a step up power-wise and character-wise from your other character, so that's good. Just make a few adjustments.
