OK, so I noticed that we're using an older map but referencing modern locations.

Now, I'm familiar with the Narrows as being 'the worst part' of Gotham. In the Dark Knight movies (not sure about the Gotham series) Arkham Asylum is located in the Narrows.
In the comics during the time that this game's map was created the Bowery (which is where Crime Alley aka Park Row is also located) was designated as the worst part of town.
So for the sake of the game, are the Narrows and the Bowery two different locations? Or the same?

Devil's Square I am sadly not familiar with. Is this also within the bad part of town?
