You have Falas and Loth to work with when it comes to shaping Angelic history, culture and expansion, and if they're preoccupied you can always put a little development into the other four Archangels and have them innovate something. Technology can happen naturally without requiring Might, or even centuries worth of time. Just luck and interesting characters messing with each other's ideas. There are good personal stories behind a lot of inventions and historical events. You might even write up some other race's character developing some idea which is promptly stolen or shared by the angels, if you feel like working with something completely different.
