Concerning "Project Starlight":

Regardless of the hopeful end result of your character's research with the Department of Defense, if his mystery project gave him worthwhile experience learning the basics of electronics and mechanical components, great. Do not expect him to have access to anything resembling cutting edge tech. Do not expect to propose and execute a successful group raid on his former base with the intent of recovering anything useful in continuing his work. Project Starlight is an interesting bit of character history, nothing more. Usage of EMPs are not permitted in this RP.
