It depends on how long your character's been living in Eden Gardens! Clarence has been there for about a year with his daughter, so he likely knows some people. Perhaps he doesn't. It depends on your character and whether they've attempted to pursue relationships - whether those relationships were actively made or 'fall in your lap' kinda things. Probably go rummaging through CSes to determine that and then PM the people you think Kim would most likely have a relationship with. Otherwise, everyone else is just first impression based. I'm sure people will also come to you seeking some form of relationship with characters, as well.

It's like a mix 'n match kinda thing. Guess you kinda gotta look at it from a real life standpoint. You're likely going to know some of your neighbors if you're living in such close quarters, but it really depends on your personality and their's whether those neighbors just stay neighbors, become friends, or become bitter enemies. Or well, just people you're bitter about, like maybe that guy to your left who seems to have a very active night life in his apartment and has little to no care for your own sleep schedule. ;p Stuff like that.
