Okay, well it's not an established plot, we haven't started yet. And the character would be the bastard of a king whose mother was a mistress at court -- a feared one, similar to Anne Boleyn. Beyond that, there's a heritage of some sort, perhaps something like demon-blood or, at the very least, the woman was a powerful witch. No elves.

Beyond that, the character would have been ensconced in a castle and kept out of succession politics. She has a couple allies, but they don't have the power to do much the way she is right now. She's trapped. Of course, that changes and she's suddenly sprung.

Strategic control. A bit of negotiation with the leaders to convince them of a course. But, in essence, calling shots. That doesn't mean the mercenaries are her maids or anything or that they're undyingly loyal. They need to be shown the benefit for their continued support.
