Lords of Hell, Gods, or Experimental / High Ranking Machina that may be classified as 'Hero Units' will need to have a CS submitted by PM for review to the GMs. If there are a lot of submissions, we will decide based on the quality of the CS and not whoever submits first in the interest of fairness.
