I was leaning towards the second one myself but I do honestly think the villains team up would be an interesting one to do. If the others would be willing to do so I think the latter two of my ideas would be for the best unless someone has a better idea. Depending on the situation we find ourselves in I believe the GM should control most fights but depending on if I become gm or not I would delegate some fights to people willing to make up a one off or reoccurring villain as an NPC. I've been in one free roleplay where the gm let us as the leaders of the group make our own antagonists so I wouldn't mind that assuming it's run through the big G. Having players on opposing sides SOUNDS viable but at the end of the day in all of my experiences in Naruto based villages roleplays with people in all sorts of towns even with multiple gms the roleplays failed quickly. REALLY quickly. And on top of that there was a lot of infighting. I know there was one multi village naruto rp that succeeded but that was a dime a dozen. Personally the civil war idea is a solid idea but it's pretty bad for an opener. It would be more suitable for a possible idea for around the roleplay hitting it's mid-stages.
