The master of this city would probably be a powerful spirit that personifies the best and brightest features of commerce and capitalism of the Old World. A big emphasis of the RP should be the barren, inhospitable land and lack of clean water. It of course makes sense that the cities are situated near clean water, like rivers, but we should be careful about allowing too much access to archeo-tech that purifies water and pretty much erases the problem of water scarcity.
