It's really up to the GMs, but...

Arcon, with armors and oil lamps, is more advanced than Galbar, which has all the gods of civilization dumping might and free points over it.

Though since Arcon is going to have a completely different tech evolution than Galbar, it's hard to compare the two cases. So I find it hard to tell if 5 might is enough or not :x
