Anyone with the right medical equipment and knowledge of anatomy can be last-ditch 'mob-doctors'. Luciel isn't the best, but he can get the job done if its not terrible enough of a wound...his connections are better with drug dealers in the way of getting pain killers for such side jobs.
I wanted him to be a utility face rather than combat and subterfuge. >_<
Since he doesn't have a name, Luciel is reliable though being one of the spookier underworld alley-doctors.

Regardless, I'm kay with this connection :P

EDIT: He lives in an apartment complex a block or three away, but has access to back rooms of The Hole.
Max could have shown up with Sam and be helped by Lucy after closing, or something like that.
