lol i think 'illegal biotech upgrades' was on the rap sheets for like over half the characters. we probably don't need any more.

lol never mind i just fact-checked myself. it was actually [i]murder[/i] i was thinking of. but biotech's supposed to be this super rare thing anyway among non-inquisitors, so probably good to keep it a rarer trait among player characters.
