Could be a number of reasons the Presence is using a bunch of nobodies, given we're in a world with a number of super powered villains, there is obviously going to be super powered heroes as well. Maybe they can't trust the professionals don't have someone like Batman infiltrating their group in an effort to uncover them. Or maybe we're just a convenient distraction, a bunch of expendables to distract the authorities while the Presence does something of real value. Given what the Presence has shown us thus far, money doesn't seem to be a limiting factor for its operations.
