I'm not sure if technology like that exist as anything other than beacons because you'd need a power source and a transmitter to identify where it is. That's fine and dandy, but keep in mind if anybody picks up a signal they're going to be suspicious and if they find the source, they're going to know something's up. Big paranoid smuggling ring that monitor's transmissions and all that.
