Furthermore, this journey is being treated as a 'punishment' so that the person may be pardoned of their crimes. It's not logical to send a criminal (or someone who may be considered one) on a voyage where the intent is to set up good relations with the nations currently on the continent) and expect no not receive backlash. The people that are going are representatives of their nations, and sending what many would perceive as a criminal is a self-destructive move that can only end in disaster. The people that would've been sent on the voyage would have to be people that can cooperate, not ones that people would have an immensely difficult time trusting. Given the lore you gave as well, it's stated that he is the "first-ever civil wendigo", which leads me to believe that the rumors you stated near the top, even if they may not be true (but given your statements, probably apply here as well), would cause EVERYONE to be wary. I made a character that's more for a different kind of survival than the one we have here.
