I believe that is the idea.

Or you could go buy a latte.  Or try and track down me and Ciphra.  Or do some target practice. 

Killing the Irish Mob and surviving (and maybe taking out some pesky freelancers) is K9's goal right now.  On the other hand, you can play your character however you'd like, so I don't see why you couldn't do something else.
