However, nations themselves can be used as backdrops to what the characters are doing. One big purpose of having a "persistent world" kind of setting is so that our characters can operate in a very lifelike environment. On the other hand, our nations are considered as entities in and of themselves. Their actions is what makes the setting very life-like. Their actions have a direct impact on the grand scheme of things, and as such our characters will have to make decisions to work with, around, or even against them. The rulers of these nations (also being characters of our own design) are going to have to make realistic decisions on what to do. Just like the current world leaders have to make decisions carefully to keep the balance of power on their side, so will the galactic leaders in this setting have to do. Personally, I've always built my nations off a singular concept, which usually happens to be a character idea I've thought of. This is an extremely open setting, as this is just starting out, so the possibilities are almost endless. I tend to take full advantage of the fact, and have actually ended up creating characters from every walk of life. My factions work as a solid foundation for them to rise out of, so that they can interact with this "persistent world" that both I and the players come up with.
