The HQ was founded 20 or so years ago by Wicked and her friends. The Agency is the company that handles the mediations and any and all problems between the HQ's and the governments worldwide. Miles is currently the face of the group. Shiver is Wicked's daughter so when she died Shiver got all of it. Shiver has had a hard time running it by herself.
