Essentially, going by your proposal, Sardiel would mean well, but the changes he'd implement take little to no stock of the individuals of the land, in particular the comparatively short-lived humans who may not see the successes wrought by a given change for another ten years, up to a quarter of their life if they're peasants who only live to about forty or so. That, and as we've said, the natural tendency for elves to have an extended amount of time to figure out politics and money-making and becoming top brass, the epitome of all that being Sardiel himself. So those could be points of rebellion, depending on [@Kafka Komedy]'s considerations for the whole thing.
