Unfortunately due to the time I'm also reading this, I'm a bit less capable of connecting the dots probably but.. it's a bit of a handful to connect every piece of info you have to this. Irregardless, I did read everything that I could.

The only thing that's off, for the moment, is what your world is actually like right now. While the actual original post details are fine, the "bible" info splash just feels like I got hit by an artillery shell with the force of a ten ton truck.

In short; I feel a slight misunderstanding as to what the character would be inhabiting, which also includes the outside world of course. Or rather if you're not including the outside world much in this case perhaps.

Second dealio; Is the race literally just; "Do whatever you want?" As long as it "sounds" believable? 

The third.. well. It's more of a problem than a thing I don't know of. It's the ability/skill part of the CS.
I'll just say it bluntly. I have not even the slightest idea of what one can or can't include in this aspect. It's either a hit or miss in my case. Or put in other words; Too weak or too much. (Whether or not that actually matters, I guess.)
