I don't necessarily think it's a problem. I mean, Monkey's transformation power is amazingly flexible for the infiltration mission she's about to go on. Sure, she's not able to contribute in a match with any of the heavy combat hitters, but she's also very well equipped to never get into a combat with said heavy hitters. She's still got cards up her sleeve, even if fighting isn't one of those.

I only jumped into the "power levels" discussion to agree with Frozen, that yeah, there are some people that barring Deus Ex Machina power up/down, there's really no amount of cleverness or tactics that can make the low tier characters win against the high tier characters. Axon's going to have to rely on knowledge, connections, stealth, and poison. Monkey has to rely on flagrant abuse of "transform anything into anything".
