No he didn't. That's even less likely a thing than actually playing as Chara on all three routes. Flowey is Asriel, and when fighting Asriel you literally see Pap's soul. 
My defenses are better than your offense. Which doesn't mean much when you min/max'd. 

For literally everyone but youtubers.
