I think you misunderstood and/or I did not make myself clear enough. I'll be explicit. The modernisation of state, economy and military "notMeiji Restauration", is over and done with in notJapan. It just hasn't happened that long ago as in real history. Not 1868 to 1912, but 1890 to 1925 or so.
