The extra slots are subject to change, but I'm only allowing 2 more in. If the northeast and the western slot get claimed, the southeast slot becomes Caerulmoste/Rhaetia. If nobody wants the northern slot, it becomes Kedoren. If nobody wants the west, it'll continue being a giant forest or something.
