Do keep in mind that the world was at peace for almost a hundred years, with very little attacks from the Witches side. Any "Meisters" or "Weapons" that were hunting them in that time are independent from the original Shibusen. Shibusen itself started recruiting only recently for the reponening. For most people, Shibusen became a fairytale, much like the existence of Witches.

In that regard, if Mike's family was still killed off by witches, then the CS is accepted.
