In all honesty, the Counties of Eastermark (working name) are channeling Enlightenment Italy and later Eastern Roman Empire HARD. They view themselves as the guardians of knowledge, civilization, and the like. Probably used to run a fairly extensive empire in the north.

.....Their definition of civilization does not include many nonhumans or "foreign colonists". The Under-Republic, Beastmen, Orruks and the Fallen Elves are all probably on their shitlist. 

The Dwarves are a bit up in the air.
