For the moment they are the only races / factions available. When the story will progress , new ones will be unlocked as others will

be destroyed ( I am talking about the Wark faction which will be destroyed )

This guys are the preset races/factions for the moment. After a certain event ( that will happen after the initial start of the story ) players will be able to create their own factions based on preset races ( there will be more than the 4 shown ).
