Sure no problem. Yeah that sounds like a good background for your faction. The population under your control is entirely playable by you, although its recommended that you actively Rp as few as you see fit. You can't actively Rp as every person under your faction's jurisdiction, so try to pick out a few people that you feel best represent the various groups and sub-factions in your nation. 
All the other characters outside of your population are npc unless someone else says you can use one of their character. 
I'm going to put up an example faction sheet in a while if your unsure of how to fill it in.
