Official GM-ly message here, after some mix ups, I am officially going on record as to say that to claim land you [b]DO NOT[/b] need a completed NS. Simply claim land, post a WIP NS and update it enough to show us that you are being active. Your final land claim will be discussed after the completion of your NS but this should allow people to know roughly what land is free and where everyone is.
